When should I promote radiant dawn?

Once your units are level 20, you can go ahead and either continue to train them to level 21 (Promotion level), or you give them a Master Seal/Crown (depending on which tier you’re going to). I just finished the 2 part mission in the first chapter, and Edward hit 21 and automatically promoted.

How many supports can you have in Radiant Dawn?
