No. The law is on the modders side almost universally. It may however be considered breach of contract under the nonbinding terms of service contract you typically have to agree to in order to play, this becomes more likely with multiplayer matches and games. However, the making of the mod itself is your legal right.
Can you get VAC banned for using mods?
The VAC system reliably detects cheats using their cheat signatures. Any third-party modifications to a game designed to give one player an advantage over another is classified as a cheat or hack and will trigger a VAC ban. This includes modifications to a game’s core executable files and dynamic link libraries.
Are game mods safe?
In general, yes, most mods are safe. However, where you get them matters. Download from well-known, “safe” repositories where possible, or the mod’s website in some cases. Mods remain executable code and as such are inherently riskier than other kinds of user-created content.

Is Rockstar aware of FiveM?
Nope! FiveM does not interact with the Rockstar Online Services other than to validate your game copy the first time you launch it. This validation emulates the game’s interaction, and can not be detected by Rockstar.
