There is no limit to the number of supports you can have. New Mystery of the Emblem uses the same system as Shadow Dragon, but also adds Base Conversations between supporting units between chapters.

Two Characters simply have to be on the map to gain a support point. Support points are how long it takes for a support to happen. When you get enough points,you can go to the menu in between chapters to complete a support. Each unit has an affinity to determine the stat gains from supports.
